How much smaller a file gets depends almost entirely on what is in it: a detailed photo often drops by more than half, while a flat logo or a text screenshot may barely move. This keeps the format you started with (JPG stays JPG, PNG stays PNG, WebP stays WebP), and hands back your original untouched if compressing would have made it bigger.

Slightly, and how slightly depends on the level you pick. Balanced re-encodes a JPG or WebP at quality 65, which is hard to spot at normal viewing size but visible if you zoom into fine detail. Higher quality uses 82 and saves less; Smallest uses 45 and will show blocking around text and sharp edges. Compare the result against the original before you use it anywhere that matters.
Because compressing it would have produced a larger file, so you got your original instead. That is common with photos already saved at a low quality, with small WebP files, and with images another tool has already squeezed. There was nothing worth removing at the level you chose, and re-encoding would only have added bytes. Dropping to a lower level sometimes finds room, at a visible cost to the picture.
Compression works by discarding detail the eye does not miss, and a photograph is full of it: noise, texture, soft gradients. A screenshot of text or a flat vector graphic has little redundant detail to throw away, and JPG in particular handles hard edges badly. Expect a large drop on camera photos and a modest one on interface shots, charts, and diagrams.
Yes, in a different way from JPG. A PNG is shrunk here by cutting the number of colors it stores: 256 at Higher quality, 128 at Balanced, 64 at Smallest. Transparency survives, and flat graphics that never had many colors come through cleanly, but skies, shadows, and photographs saved as PNG can come back with visible banding. If your PNG has a smooth gradient in it, check the result closely.
Check the pixel dimensions first. A 4,000 pixel wide photo being displayed at 600 pixels is large because of its dimensions, not its compression, and Resize Image will cut far more than any quality level here. If it is an opaque screenshot or diagram saved as PNG, converting it with PNG to JPG usually beats compressing the PNG, because JPG carries no alpha channel and no color palette.
